This study evaluates the long-run impacts of four alternative forms of fiscal federalism on each of the Canadian regions. The first three envision a Canada where the federal government's relations with the different provinces remain largely symmetrical but in which responsibility for federal programs is increasingly transferred to the provinces. In the fourth scenario, treatment of the provinces is asymmetrical, as the transfer of program responsibility is made to one province alone.
